Kenya's Independent Electoral and Boundaries Commission has finished outlining the regulations for the upcoming general elections, Kenya's The Standard reported Monday (November 5th).

The regulations include instructions for voter registration, voter education and election procedures, including for voters living outside Kenya who will participate in elections for the first time in March 2013.

According to the regulations, only Kenyans living in countries where Kenya has an embassy, high commission or consulate will be allowed to vote, and only for the president. Only citizens with valid passports will be allowed to register.
