Somali government publishes new framework for former al-Shabaab members

The Somali Transitional Federal Government (TFG) and the African Union Mission in Somalia have published a National Disengagement Framework for former al-Shabaab members, the Somali National News Agency reported Monday (August 13th).

"The disengagement framework establishes security and protection measures for the reception and community-led re-insertion of disengaged fighters, who formally renounce armed violence," the TFG said in a statement. "A series of technical working groups and consultations that started in July 2012 among Somali institutions reinforced the recognition that a lasting peace can only be achieved by creating pathways to peaceful civilian alternatives for armed combatants."

Under the National Disengagement Framework, AU security forces, the federal government, UN agencies and civil society organisations engage in outreach to al-Shabaab and other militias, reception of those who defect, and re-integration into the community.

The framework was distributed to the donor community at the Joint Security Committee meeting on August 6th and will operate with a budget of $19 million.
