Head of Kenya's Civil Service Francis Kimemia has warned the government's permanent secretaries to pay close attention to expenditure and safeguard against misuse of public funds as the general election nears, Kenya's Capital FM News reported on Thursday (May 10th).
"We have agreed with the permanent secretaries that it is their responsibility to ensure that there is full accountability; we should not allow public resources to be misapplied just because we are in an election year," Kimemia said.
Kimemia reminded permanent secretaries that while ministers may change, civil servants will remain in office and are responsible for the performance of their staff.
"An election year does not translate to an exit mode; the government is there to stay," he said. "Politicians will come and go. There will be elections, but civil servants will continue to function either in the county or central government."
