Somaliland is taking a correctional rather than punitive approach to its penitentiary system, Commander Mohamed Hussein Farah Hirane said during the launch of a workshop for training prisoners at Mandera prison, the largest of its kind in Somaliland.

"All long-service prisoners will start getting technical training of one sort or another in national prisons," Hirane said, the Somaliland Sun reported on Wednesday (May 9th).

The commander said that for two decades, the prison system has been punitive, with prisoners released back into society without any real skills. He said skills training will benefit prisoners while they are incarcerated, and will benefit society following their release.
