A study released by Kenya's National Taxpayers Association on Monday (May 7th) found that enhanced public scrutiny and prosecution of suspected embezzlers has reduced the misuse of funds.

However, the report found that 363 million shillings ($4.3 million) in funds were misused in the 2009-2010 fiscal year, Business Daily Africa reported.

The association conducted a survey of 38 constituencies and determined that Gatanga constituency topped the results as the most efficient user of the Constituency Development Fund (CDF) and the Local Authority Transfer Fund, with no instance of poorly used funding.

Wundanyi came in second, which a local parliamentarian credited to allowing voters to choose members of the CDF committee. "All interests have been represented, that is why we have such a good performance," Wundanyi lawmaker Thomas Mwadeghu was quoted as saying by Kenya's Daily Nation.

Marakwet East was the worst performing constituency with approximately 50% of CDF cash misappropriated.
