Somalia's draft constitution was completed by the April 20th deadline set in the Roadmap and the Garowe principles, Somali Prime Minister Abdiweli Mohamed Ali announced on Monday (April 23rd).

"This constitution belongs to the Somali people -- men, women, children, old," Ali said. "If we use it properly, maintain it properly, improve it properly, it can become a powerful instrument for our collective liberation from oppression, human rights violations and all forms of indignities."

The Independent Federal Constitutional Commission, the Somali Transitional Federal Government and a committee of experts have been working since 2004 to prepare a constitution based on equity, fairness and justice.

The new constitution, which Ali said is compliant with Sharia law, will be presented to the National Constituent Assembly for a vote on May 15th, after which it will be subject to a referendum by the Somali people.
