Tanzania's new identification cards to improve security, economy

Tanzania's new national identification card programme began last month in Dar es Salaam in an effort to improve security and increase government revenue, according to Deputy Police Commissioner Issaya Mungulu.

The programme will require Tanzanian nationals and foreign citizens residing in the country for at least six months and who are at least 18 years old to register and carry an identification card.

"In principle, the IDs will help our security systems monitor criminals," Mungulu told Sabahi. "The data from National Identification Authority (NIDA) will be used [during investigations] to learn about a suspect's background, which includes, but is not limited to, where someone lives or works and the like."

Fingerprints and photos for all ID bearers will be taken to ease the process of identifying individuals in the future. Identifying individuals who live and work in Tanzania is paramount to ensuring their safety, especially given the number of undocumented refugees who have trickled into the country from war-torn neighbouring countries over the years, he said.

For more than 40 years, Tanzania has received refugees from Rwanda, Burundi and the Democratic Republic of the Congo, and some criminal elements may have come through along the way, Mungulu said.

With that influx of refugees entering the country, creating a system to identify an individual's nationality, legal status and other information becomes crucial to overall security efforts, he said.

The national identification card database will be linked to other national systems, such as the postal code system, the Tanzania Revenue Authority, police databases, and international law enforcement agencies such as Interpol. The interfaces between various agencies, domestic and international, will help achieve long-term security and economic goals, Mungulu said.

So far, all government employees and professionals working in banks have been prioritised and registered, NIDA Director General Dickson Maimu told reporters at a news conference in Dar es Salaam.

Starting in September, the programme will be rolled out to other parts of the country. Registration is slated to be completed in 2014, but will continue thereafter to register civilians who reach the age requirement. "Registration will be a continuous process," Maimu said.

To adequately prepare for this undertaking, Maimu said NIDA conducted a pilot programme early in June in Kilosa district in the Morogoro region. The exercise helped the agency discover and address remaining kinks in the process, he said.

"As you know, Dar es Salaam is the biggest city in the country. Once we successfully issue IDs in Dar es Salaam, the project will succeed throughout the country," Maimu told reporters.

Identification cards will be issued free of charge to all Tanzanians, while the United Nations High Commission for Refugees will cover costs for refugees, he said.

Identification cards linked to social services, bank loans

Under the new programme, it will be mandatory for all Tanzanian nationals to register and carry a national identification card. Infraction of the law could lead to imprisonment of up to six months, said NIDA Public Relations Manager Thomas William.

"After all, the ID is going to be tied to other social service systems. If you decline to register or give wrong information, this can be to your detriment. You will not be eligible for other services until you have the ID. Therefore, people will have to get them," William told Sabahi.

The cards will be issued by Iris Corporation Berhad, a Malaysian firm that won the contract to issue 25 million IDs. The project will cost 200 billion shillings ($124 million) and is funded by the Tanzanian government.

Joseph Bwakyayo, 55, a banker with National Bank of Commerce Limited in Dar es Salaam, told Sabahi that identifying potential borrowers will help lenders assess risks and costs on an individual basis and better determine the creditworthiness of each borrower, which will make loans more accessible to citizens.

"Tanzanians are not registered and it is costly to certify all loan applicants to make sure banks are loaning to the right persons. It is like gambling," Bwakyayo said.

Bwakyayo said lenders often have to verify something as simple as residency by resorting to home and business visits, and even then they are met with fraudulent practices by some who pose as business owners. "To mitigate those risks, we keep interest rates high," he said.

Apart from passing certification cost onto borrowers, some banks charge up to 40% to spread risks of default, he said.

    Tanzania government should know that they will get the revenues but will not deter criminals through IDs given the operation mechanisms of eastafricans when crossing borders. It will take the goodwill of all Eastafricans to stop criminality and terrorism but not hanging IDs on their necks or in their economy beaten purses, handbags and wallets.

    im Tanzanian with a Somali origin, but what makes me sad is how people see me as refugee while i have never seen my origin country, the problem is big because do we see ourselves as Tanzanians through color, or Bantu origin or is it by birth, i wonder how people are worried about migrant while their ca bring development and new i ideas if their are here for a good reasons, what im sure is if Obama was a Tanzanian he wont have been a president if people knew his farther was a Kenyan, but a great nation like u. s.a, knew it and made him their president. i don't mean to say that people should migrate here and leave freely, but racism is what we don't want to see among Africans, is already enough with that from the whites. i hope this will not happen on the id issuing.

    I think this program is bad for the anti-Christ’s faith, true Christians will not be able to sell or buy without these cards, these cards have benefits in the short term but their effects last a lifetime because behind this plan the anti-Christ has started registering his people without them knowing so that it will be easy for him to rule the world

    It’s a very good idea, but my concerns remains since foreign nationals and refugees will use that opportunity to gain citizenship easily considering that our country has been compassionate welcoming everybody and wanting to be seen to have peace, love and assistance in countries that do not like to be helped.

    It’s a good program, my opinion regarding this is that we should first issue identity cards for a short period. Afterwards everyone who has this identity card should be investigated keenly to find out if the details he/she gave are correct. This will include finding out where he/she was born if he/she is really known there and also if he/she is known in the place where he/she has lived for a long time. If not we will end up giving identity cards to people who don’t deserve to get them. God bless Tanzania God bless Africa.

    It’s good, I like it! But I’m still concerned that there is a possibility of bribing, corruption, swindling etc. on the part of those who are doing the registration. It is possible that those who look like us, Tanzanians, who are not real citizens by birth will be given identity cards intended for citizens by birth, if there is no additional effective corroborative work to confirm their claims regarding areas of origin/birth!

    Yeah! It’s a good thing for our country because it is an easy way that will enable us identify criminals, especially from outside the country, but I don’t like the procedure because people are staying at registration centers for a long time, the government should increase the number of service providers.

    My country of origin - one that many Tanzanians aspire to go to or migrate to, has managed to get by without ID cards through two major world wars, and a vast number of would-be immigrants since. The people there have generally taken the view that ID cards are a form of 'big brother is watching you'. Generally speaking, you are only required to provide your fingerprints and such if you are arrested - accused of some crime. Otherwise you are allowed your privacy - your birth certificate suffices unless you need a passport or driving license - the next steps up. There seems to me to be to be an excessive negative view about immigrants into Tanzania. The country's population density is tiny compared to say the European countries, and the government does not have any significant program of health benefits or pensions that immigrants could deplete. So what harm are the immigrants doing to the country - it's not likely that they will be a big drain on resources. Ask yourself carefully - what do you get from the state if you have an ID card compared to those who do not? Seems to me that a much less expensive exercise would do the job. Provide Tanzanians who don't have a birth certificate with one. The rest of the mechanism - driving licences, passports, and so on, is already in place if you have the birth certificate. The rest of the ID card information - if you are a law-abiding citizen - is just the government wanting to know more about you than they need to know.

    An identity card will help shorten the queues in many procedures that are bothersome in service provision if used for the intended objectives, such as giving loans, identifying one’s nationality outside the country, but I think they should only be given to Tanzanians, and citizens by birth because our country does not yet recognize dual citizenship.

    I am proposing that there be a way to register online because you will find some have traveled at the planned time of the registration exercise in Dar and when he comes back the exercise has ended in Dar es Salaam and thus does not get the identity card.

    This is a good news for Tanzanian.My worring is about issuing IDs to wrong people.The authority must be aware for this issue.l remember on 2003 l was on transit at Amsterdam internatinal airport in Netherland l was happy to see one guy holding TZ passport,l thought that l have meet my brother,l greated him Jambo.He shouted back to me in Nigerian acsent 'my brother mind your own business'.Few hours later l told him l will call to Tanzania high commision in Dutch to come to indentify his nationality.He was ready to bribe me in order to help him.Lastly he told me the truth.l was shocked that he bought the pp for U$ 600.

    Am not full satisfied the way an execise is done ,so many people complain why are not taken a photo during the registration time ,what they do is only to fill the form and move away,is it the whole mean for new indentification Id? or it is ujanja ujanja ?we not need our revenue money be spent one again in the same issues ,please those whom are working they should make sure all necessaries matters concerning IDs are done properly and at the best of they knowledge.

    This is excellent. In order to decrease illegal immigrants every Tanzanian should carry an ID card. I will much safer and verification of a person's individuality when applying for different social services can be easily known without any hustles. However it is important that the ID's numbers are encrypted well to avoid the risk of ID forgeries.

    I am pleased to know that finally the Government has embarked on this expensive project. However, irregular some records may be, there will be some truth in it. People will not be able to register themselves under multiple names as the fingerprinting will not allow this to to happen. We shall then be able to report 'anyone' posing as 'someone else' by recording their ID numbers.This will scare the fraudsters and illegal immigrants alike , who have cheated the innocent Tanzanians in the past.     All asigned for this noble job should really be patriotic and make sure that no person who is not TZ gets the ID card.. Everybody should present the really roots of his/her parents and this should be verified by a special committee to weed out the cheats. Anybody caught cheating to be jailed. No fines please.This will make our country much safer.

    in top of muharam mchume, its my sugestion that one of the mostly needed document to idenify nationalities mean birth certificate should be complusory and other document should be subsidiary but neccessary. becuse we have a lot of foreiners who are living illegal and some are bandits.

    an essential exercise but a duplication of effort and wasteful on public funds. a few years back, there was a similar effort to compile the electoral register. the same people being saked to register today (18 and over) were required to go through the process and get their voting cards. if we had been patriotic and concious of public funds, the data collected then could have been collated to supply the information now being asked for the identity cards. i am sure some fisadi vigogos worked out how a 10% then and another 10% in the present exercise adds up to a doble mlungula and advised our corrupt government not bother combining both exercises to save public funds

    This is real greal, I have to offer my mere congratulations to the government of ours! This is say, before this idea of ID one could not stand and defend for his/her nationality. But now with our upcoming IDs, we can real be proud of our Tanzanian and speak of it before any one and any where arroud the world.     To my opinion about registrations, we should extend time for the Tanzanians expecially Dar were registration has began, because people go to work early so they have a limited time to register themselves and also opening of the registration area (stations0 should be a bit early so that the workers could also get time in the morning atleast 7:00AM in the morning and close at 6:00PM in the evening.This would easien the task.

    The whole idea sounds good but my worry is that the project might include people who are not eligble like non citizens. Kenya for example started this project way back in 1923 it is now going very well. Informations given are well counter checked by even looking at one or two generations of the registered people. In Sinza and Kinondoni Hananasif to mention a few we have a good number of Malawians, Nigerians and Congolese and they are all branding as Tanzanians. Some of them have even the Kadi ya kupigia kura in their possesion. My advice is to be extra careful in the whole excercise.
